If the Mymar came from another world to Absolin, how come their technology was so low for centuries?

They didn't get there on their own. They had help from humans who stopped by the world for repairs, then agreed to move thousands of refugees to safety. Their technology was Medieval at the time. While they learned some farming and medical knowledge from the humans, it remained basicaly Iron Age.

Why don't the Mymar purr, meow, or lick their fur? Aren't they cat-people?

Most Mymar consider such behavior rather crude. Mymar in primitive societies do act a bit catlike to humans, yowling and licking, but such behavior among all others is generally limited to enterainers trying to amuse humans. Mymar do not naturally purr, but are capable of doing an imitation.

Why are the Mymar plantigrade (flat feet with heels)?

When writing up the race, this was done to distinguish them from Star Trek Caitians. They're slightly longer, so not quite the same as a human foot.

Why don't the Mymar have retractable claws?

Their evolutionary ancestors lost them when they began relying on spears.
